19-Year-Old Vermont Police Officer Jessica Ebbighausen Remembered as Dedicated Public Servant

A solemn funeral service was held Tuesday for Jessica Ebbighausen, a 19-year-old Vermont police officer tragically killed in a head-on collision during a pursuit. Over a thousand mourners, including Governor Phil Scott and numerous law enforcement personnel from across New England and New York, gathered at Vermont State University to honor her memory.

Ebbighausen, who had just begun her part-time police service in Rutland in May, was remembered for her deep passion for law enforcement and unwavering commitment to serving her community. Rutland Sergeant Heath Plemmons, her supervisor, highlighted her dedication, noting her proactive preparation and the realization of her dream to serve.

The fatal incident occurred on July 7th when Ebbighausen was pursuing a burglary suspect, identified as 20-year-old Tate Rheaume. Rheaume's pickup truck crossed the center line, colliding with Ebbighausen's cruiser. She was ejected from the vehicle and pronounced dead at the scene. Two other officers were also injured in the crash.

Rheaume has pleaded not guilty to charges of negligent operation and attempting to elude police, both with death resulting. Court documents indicate Rheaume claimed he didn't stop because an arrest would jeopardize his aspirations of joining the Marines. He is currently being held on $100,000 bail.

Beyond her professional life, Ebbighausen was remembered by her uncle, Troy Ebbighausen, for her infectious positivity, good nature, and unique sense of humor, emphasizing her ability to connect with others. Her obituary highlighted her 2021 graduation from Rutland High School, her participation in field hockey, her completion of a public safety and criminal justice program, and an internship with the Rutland Police Department. Ebbighausen was scheduled to begin full-time training at the Vermont Police Academy in August and had previously worked as a security officer at Rutland Regional Medical Center.

Ebbighausen's death marks a somber moment for Vermont law enforcement, adding to the 28 officers who have died in the line of duty in the state, including two in vehicle pursuits. She is the youngest Vermont officer to have fallen in the line of duty among those whose ages are recorded.
