Triple Homicide at Louisiana Homeless Encampment Underscores Dangers, Expert Says

A triple homicide in a Louisiana homeless encampment, allegedly stemming from a stolen bicycle, highlights the risks these settlements pose not only to residents but also surrounding communities, according to an expert who spoke with Fox News Digital. The incident occurred on April 3rd in Jefferson Parish, where Mindy Ann Robert (44), Marcey Vincent (33), and Warren Fairley (53) were discovered deceased in a hidden campsite. Each victim had suffered multiple gunshot wounds.

This crime underscores a growing national concern regarding safety in homeless encampments, particularly given the 18.1% surge in homelessness observed in 2024, as reported by the U.S. Department of Housing and Urban Development. Factors contributing to this increase include a rise in asylum seekers, a shortage of affordable housing, and the impact of natural disasters.

Mark Powell, a former reserve police officer and former school board member overseeing San Diego's Monarch School for Homeless Youth, emphasized the public health and safety risks associated with these encampments. He stressed the responsibility of city leaders and elected officials to address the issue by dismantling the camps and offering shelter programs to provide residents with a dignified living situation.

Noel Marine, a known acquaintance of the victims, has been charged with three counts of first-degree murder and obstruction of justice. Currently held on $100,000 bail, Marine's fingerprint was identified on a chair at the crime scene. His prior criminal record, including drug-related offenses, placed his fingerprints in the national database. At the time of the incident, he was also wanted for failing to appear in court on a separate theft charge.

While Robert and Vincent were reportedly residents of the encampment, Fairley lived nearby and was known to visit. Investigators suggest the site was also used by others for drug use. The initial discovery of the bodies was made by a man associated with one of the female victims. Although a gunshot was heard earlier that morning, there were no eyewitnesses to the crime itself.

During questioning, Marine initially provided a false alibi, which was later refuted. Subsequently, he implicated another individual, claiming this person shot the victims after confronting Marine about a stolen bicycle. However, this other individual has not been identified or apprehended.

He emphasized the city's duty to ensure the safety and well-being of both encampment residents and the wider community through regular monitoring, sanitation efforts, and a consistent law enforcement presence to prevent further incidents of violence and crime.
