Kate Monroe, CEO of VetComm, a company with a non-profit dedicated to helping homeless veterans, encountered Barney Chapman, a 65-year-old amputee, during her interviews with individuals experiencing homelessness in Oceanside, California. Barney had been living on the streets for approximately 17 years and had repeatedly contacted the city's homeless services department without success.
After a local news station aired Monroe's interview with Barney, his sister Marjorie recognized him and contacted Monroe. The two hadn't seen each other in over two decades. An emotional reunion followed, with Marjorie expressing her relief and determination to keep Barney in her life. Monroe, while overjoyed by the reunion, expressed frustration with the city's failure to assist Barney despite its significant budget for homeless services. She and another individual ultimately paid for a motel room for Barney, getting him off the streets after numerous unanswered calls to the city's homeless services hotline.

Oceanside's Housing Management Analyst acknowledged the challenges in meeting the demand for homeless services, emphasizing that requests typically need to come directly from the individual seeking assistance. However, Monroe believes individuals can and should step up to help those experiencing homelessness, rather than solely relying on government intervention.
This incident underscores the ongoing struggle to address homelessness in California, despite substantial financial resources. While Oceanside reported housing 39 individuals permanently last year, the number of unsheltered residents remains high. This case demonstrates the impact individuals can make in addressing this complex issue.
