Comer expressed concern over what he perceives as a lack of action from the Department of Justice, stating that the House Oversight Committee seems to be the only entity actively pursuing the matter.
A key point of contention revolves around an FBI-generated FD-1023 form, which reportedly details bribery allegations against President Biden. Comer claims that FBI Director Christopher Wray initially denied the form's existence, but later acknowledged it after Comer and Senator Chuck Grassley confirmed they had reviewed its contents, which they received from a whistleblower.

Comer suggested that the allegations extend beyond a single document, referencing footnotes within the FD-1023 that point to other similar forms. He compared the situation to the Treasury Department's suspicious activity reports on the Biden family, questioning why the federal government hasn't taken more decisive action.
Comer reiterated earlier claims about the Biden family's alleged use of over 20 shell companies to channel funds from foreign entities, with the money purportedly distributed among nine family members. He also criticized the media's intense focus on former President Donald Trump, which he believes has diverted attention from this investigation.

Highlighting specific instances, Comer mentioned alleged financial transactions from Romania shortly after Biden's visit as vice president, where he discussed foreign aid and policy. He linked these allegations to similar claims regarding Ukraine, mentioned in the FD-1023 form. Comer stated that according to both the FBI and former Attorney General Bill Barr, Joe Biden is currently under investigation for bribery.
