A driving school instructor, John Belyea, made the discovery. Stopping for a break at the school, he heard noises he initially thought were cats. Upon closer inspection, he realized the sounds were coming from a child and located the infants near the dumpster. Belyea immediately contacted authorities. The children were transported to a hospital for evaluation, and their parents were subsequently located. Child protective services have been notified. Police have not disclosed whether the woman arrested is connected to the children.
