They are utilizing the reconciliation process, which requires only a simple majority in the Senate, to push through a significant conservative policy overhaul. This comprehensive legislative package is expected to be more extensive than the 2017 reconciliation bill. However, internal divisions within the GOP pose a challenge. While some Senate Republicans and House hardliners favor prioritizing border and energy policies for a quick win, House leaders are wary of this two-track approach, fearing it could lead to the expiration of Trump's 2017 tax provisions. Scalise maintains that there is agreement on the content of the package.

Adding to the complexity is the reinstated debt ceiling, with projections indicating a mid-June deadline to avoid potential financial instability. The deadline to prevent a partial government shutdown is also fast approaching on March 14th. Scalise suggested the possibility of addressing the debt ceiling and government funding issues together. He indicated ongoing negotiations between the House, Senate, and White House to align government funding with President Trump's priorities.

These discussions took place during the House GOP's annual retreat at Trump's Doral golf club. President Trump and Vice President JD Vance addressed the gathering, urging Republicans to address the debt limit without ceding leverage to Democrats. This presents a difficult task given some hardliners' resistance to raising the debt ceiling. The narrow Republican majority in the House further complicates matters, requiring bipartisan cooperation on government funding, including the possibility of an omnibus spending bill, a move generally opposed by GOP hardliners. Scalise expressed optimism about reaching a consensus on the fiscal year 2025 spending levels.
